Abstinence-Only Funding Zeroed-Out with Funding Appropriated for Teen Pregnancy Initiative

capcritlogo150Taking an important step in ending funding for failed abstinence-only education programs, the House passed its version of the FY 2010 Labor, Health and Human Services and Education appropriations bill with no funding for these programs and making a $114.5 million investment in a new evidence-based teenage pregnancy prevention initiative.  As expected, amendments were offered July 17 during markup, including one by Reps. Zach Wamp (R-TN) and Robert Aderholt (R-AL), to reinstate funding for abstinence-only programs by reducing funding from the President’s new teen pregnancy initiative. The amendment was defeated by a vote of 24 – 35 and no further attempts to change this were made when the bill was on the floor.
