		<description><![CDATA[I love reading about the sex worker movement in India and activists like Meena.  The only thing that worries me is, well .... Here in Africa, if I&#039;ve learned anything, it&#039;s that the &quot;empower the people themselves&quot; discourse can go too far.  This is not to say that communities don&#039;t deserve empowerment, but frequently one sees programs in which a bunch of random youth, or random drug users, or random sex workers, have essentially been plucked up and sent to some workshops and then given a stipend to &quot;educate their community&quot; when there is really no community consciousness among them at all.  I think there needs to be more emphasis on real, effective monitoring and evaluation before programs are done -- real evaluation to bolster the &quot;let&#039;s empower&quot; rhetoric -- so that real, functioning communities are given the resources they need, rather than individuals having random training dumped on them by well-meaning outsiders.  (Sort of like the &quot;rescue problem&quot;, huh?)]]></description>
